Position: IPS Employment Specialist
Reports to: Clinical Coordinator
Salary: $15.635-$20.873 per hour, Full-Time, 40 hours/week
Non-Exempt, Eligible representation by the California Professional Employees, #2345 


Carries out the services of the Individual Placement and Support (IPS) Supported Employment program by assisting clients to obtain and maintain competitive employment that is consistent with their vocational goals. Individual Placement and Support (IPS) Supported Employment is an evidencebased practice that helps people with mental health or other challenges find and keep regular jobs in the community, focusing on peoples strengths and believe that work can facilitate recovery and wellness.

Responsibilities & Duties

  • Engages participants and establishes trusting, collaborative relationships directed toward the goal of competitive employment in community job settings.
  • Assesses participants vocational functioning on an ongoing basis utilizing background information and work experiences. Assists and supports participants in making career decisions, setting training and employment goals and identifying and implementing strategies to achieve goals.
  • Spends 65% or more of total scheduled work hours in the community, for example, meets with participants in community settings and develops relationships with managers at their businesses.
  • Provides at least 3 hours per work day of MediCal billable services and documents them in Progress Notes within one business day.
  • With the participants’ permission, provides education and support to family members.
  • Assists participants in preparing resumes, master applications, cover letters, and job applications; instructs participants in job seeking strategies and interview techniques.
  • Conducts job development and job search activities directed toward positions that are individualized to the interests and uniqueness of the people on his/her caseload.
  • Conducts a minimum of six face-to-face employer contacts per week. Employer contacts are designed to learn about the needs of the business, describe supports offered by the program and describe participants’ strengths that are relevant to the position.
  • Provides individualized follow-along supports to assist participants in maintaining employment and job coaching.
  • Provides education and support to employers as agreed upon by participants that may include negotiating job accommodations and follow-along contact with the employer.
  • Provides outreach services as necessary to participants when they appear to disengage from the service.
  • Uses a variety of methods to provide outreach.
  • Attends weekly Service Team and IPS staff meetings. Communicates individually with clinicians between
    meetings in order to coordinate and integrate vocational services into BOSS programming.
  • Completes a Vocational Profile with the participant; discusses the plan for employment with case manager and other team providers and updates it quarterly. Develops job support plans with the participant using input
    from the participant, past employment experiences and information about current job.
  • Establishes and maintains effective communication and working relationships with participants, their families, schools, employers, community organizations, other outside agencies and the general public.
  • Completes a variety of documents including case notes, letters, and reports. Completes a variety of forms to monitor participant’s progress. Completes all required documentation to maximize program accountability, fidelity and funding; maintains consistent practice and procedures, and compliance with mandated guidelines.
  • Other duties as assigned.

Minimum Qualifications

Education and Experience:

  • Experience working with people with serious mental illnesses preferred.
  • Ability to work as an effective team member is essential.
  • Experience working in vocational counseling and rehabilitation preferred.
  • Bachelor’s degree (preferred) from an accredited college or university in the field of education, sociology, social work, social psychology, vocational rehabilitation counseling or related social science field.

  • Must possess a commitment to the belief that all people have the right to dignity, respect, opportunity and full community inclusion.
  • Must have a philosophy that is consistent with the Mission, Vision and Core Values of the organization.
  • Experience with vocational and employment counseling and training.
  • Strong interpersonal, persuasion and creative problems solving skills are required.
  • Understand the educational and experience requirements for a wide variety of jobs and employment opportunities.
  • Knowledge of County, State, and Federal laws governing employment, labor conditions, American Disabilities Act guidelines, Social Security Administration Work Incentives and public welfare.
  • Experience with outreach, program development, implementation and evaluation.
  • Have good computer literacy; must be able to use internet applications, web browsers, email, search
    engines and county-specific programs efficiently.

Ability to:

  • Interview, counsel, and maintain effective working relations with participants, family members, employers, schools, county staff and other agencies.
  • Develop individualized, practical and effective employment plans.
  • Understand terms and best practices in mental health treatment.
  • Effectively represent a program, its participants and its services to employers.
  • Work with racially and ethnically diverse participants that are facing multiple challenges related to
    disabilities, mental health and homelessness.
  • Communicate clearly and effectively, both orally and in writing. Hear and integrate critical feedback as well as to give critical feedback appropriately.
  • Work cooperatively and effectively with community agencies, service providers, school officials and the public.
  • Work under pressure and meet established goals and objectives.
  • Write clear and concise reports, including progress notes for Medi-Cal and other documentation.

Other Expectations

  • Access to a reliable vehicle, insurance, current CA driver’s license & good driving record.
  • Certification in CPR/First Aid.
